Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

DOES A STANDARD OF DESERT BELONG IN CHRISTIAN CONCEPTIONS OF distributive justice? This essay places John Calvin and John Rawls, two of desert's most incisive critics, in conversation to examine the theological and philosophical issues raised by this question. Calvin and Rawls make similar arguments against deservingness as a moral principle, but Calvin emerges as the more adamant detractor, noting that God's grace and humanity's corrupt nature make the validity of positive human desert claims virtually unthinkable. Still, the (...) moral force of desert invites a reevaluation of both Calvin's and Rawls's objections and the fittingness of this principle to theological conceptions of distributive justice. Whether modern Protestant thinkers claim a direct inheritance to specific Reformers or not, they stand within a tradition that reveres grace as the preeminent moral standard, often at the expense of considerations of merit or desert. John Milbank and Kathryn Tanner exemplify such stances in their theological visions of economic exchange. I critique their positions by retrieving from John Calvin a more nuanced understanding of his outlook on deservingness, especially as it pertains to economic justice, and then suggest (...) a concept of desert that works concomitantly with grace to overcome the frequent rejection or neglect of the standard in Protestant ethics. Can the output of human cognition be predicted from the assumption that it is an optimal response to the information-processing demands of the environment? A methodology called rational analysis is described for deriving predictions about cognitive phenomena using optimization assumptions. The predictions flow from the statistical structure of the environment and not the assumed structure of the mind. Bayesian inference is used, assuming that people start with a weak prior model of the world which they integrate with experience to develop (...) stronger models of specific aspects of the world. Cognitive performance maximizes the difference between the expected gain and cost of mental effort. Memory performance can be predicted on the assumption that retrieval seeks a maximal trade-off between the probability of finding the relevant memories and the effort required to do so; in categorization performance there is a similar trade-off between accuracy in predicting object features and the cost of hypothesis formation; in casual inference the trade-off is between accuracy in predicting future events and the cost of hypothesis formation; and in problem solving it is between the probability of achieving goals and the cost of both external and mental problem-solving search. The implemention of these rational prescriptions in neurally plausible architecture is also discussed. (shrink)

Intermediaries, such as accountants, lawyers, and bankers, are gatekeepers, which are parties whose cooperation is necessary for corporations to function and who, by withholding cooperation, are able to prevent significant corporate misconduct. The recent scandals at Enron and other corporations were due, in part, to failures by gatekeeper institutions. However, intermediaries exist primarily to provide for-fee services and not specifically to detect and deter misconduct. Insofar asthese institutions are gatekeepers or guardians, they serve reluctantly. Hence the question: What is the (...) responsibility of intermediaries to act as gatekeepers? This article argues that the appropriate moral, as well as legal, principle for justifying responsibility in a gatekeeper role is cost effectiveness. This conclusion is reached by means of a hypothetical exercise called the investors’ bargain in which investors—who bear the costs and receive the benefits of intermediaries’ gatekeeper role—are asked to choose the best means of protecting their interests. In their article, “Shrewd Bargaining on the Moral Frontier,” J. Gregory Dees and Peter C. Crampton challenge us with a puzzle about deception in bargaining. How can the practice of misleading others about our settlement preferences—the terms on which we are willing to come to an agreement —possibly be justified? On any standard ethical theory, they claim, Brer Rabbit's trick of professing fear of the briar patch in order to avoid being eaten by the fox would seem to be wrong, (...) and yet we read this tale to our children for their moral edification. The discussion by Dees and Crampton of this apparent inconsistency is penetrating, instructive, and well-informed. It is also a delight to read. (shrink)

LAS is a program that acquires augmented transition network (ATN) grammars. It requires as data sentences of the language and semantic network representatives of their meaning. In acquiring the ATN grammars, it induces the word classes of the language, the rules of formation for sentences, and the rules mapping sentences onto meaning. The induced ATN grammar can be used both for sentence generation and sentence comprehension. Critical to the performance of the program are assumptions that it makes about the relation (...) between sentence structure and surface structure (the graph deformation condition), about when word classes may be formed and when ATN networks may be merged, and about the structure of noun phrases. These assumptions seem to be good heuristics which are largely true for natural languages although they would not be true for many nonnatural languages. Provided these assumptions are satisfied LAS seems capable of learning any context‐free language. (shrink)

In order to do so, we shall assume ADL, the hypothesis that all 2-person games of perfect information on ω whose payoff set is in L are determined. This is by now standard practice. ZFC itself decides few questions in the set theory of L, and for reasons we cannot discuss here, ZFC + ADL yields the most (...) interesting “completion” of the ZFC-theory of L.ADL implies that L satisfies “every wellordered set of reals is countable”, so that the axiom of choice fails in L. Nevertheless, there is a natural inner model of L, namely HODL, which satisfies ZFC.. The superscript “L” indicates, here and below, that the notion in question is to be interpreted in L.) HODL is reasonably close to the full L, in ways we shall make precise in § 1. The most important of the questions we shall answer concern HODL: what is its first order theory, and in particular, does it satisfy GCH?These questions first drew attention in the 70's and early 80's. The Delaware court's decision in eBay v. Newmark has been viewed by many commentators as a decisive affirmation of shareholder wealth maximization as the only legally permissible objective of a for-profit corporation. The implications of this court case are of particular concern for the emerging field of social enterprise, in which some organizations, such as, in this case, Craigslist, choose to pursue a social benefit mission in the for-profit corporate form. The eBay v. Newmark decision may also threaten companies that (...) seek to be socially responsible by serving constituencies other than shareholders at the expense of some profit. This examination of the court decision concludes that a legal requirement to maximize shareholder value may not preclude a commitment to social responsibility and may even permit the pursuit of a social benefit objective, such as the preservation of the culture developed by Craigslist. In particular, the court's decision in eBay v. Newmark reflects unique features of the case that could have been avoided by Craigslist and by other similar companies. (shrink)

Having taught management ethics for several years, I have been repeatedly frustrated by the practical mismatch between management problems and moral philosophy…. Unless we can connect ethical theory more closely with management practice, we may be dressing our business curriculum windows with philosophical finery but failing to meet the urgent need for clarity of thought in management ethics.

In this paper an argument by l j jost against the use of j o urmson's concept of central illocutionary force to support a speech act analysis of meaning is rejected on the grounds that jost misinterprets urmson's concept, but it is further argued that the concept correctly interpreted is still of little use because it provides no way of picking out the word whose meaning it explicates.

Michael Wheeler, in his book Reconstructing the Cognitive World, analyses the development of embedded-embodied cognitive science in the light of underlying philosophical differences about the constitution of human agency. On one side he sees orthodox computational cognitive science as holding to Cartesian conceptions of an abstract, disembodied reason deliberating over de-contextualised representations of the world. On the other side, he sees modern-day embodied-embedded cognitive scientists going beyond such Cartesianism to embrace concepts of human agency more in keeping with Heidegger’s account (...) of Dasein in Being and Time. By bringing to light and criticising the Cartesian assumptions of the computationalists and by pointing out and clarifying the connections between embodied-embedded cognitive science and Heidegger’s philosophy, Wheeler aims to lay the “foundations of a genuinely non- Cartesian cognitive science.”.
